AFRICA DIGITAL ADRESS SYSTEM (ADAS)

ICT Pilot
Description

ADAS gives every home, business, and place in Uganda a clear, verifiable address. With simple codes and a map, people can find places easily. Deliveries, emergency services, and government services reach the right location faster.

Impact

ADAS gives every place a clear, verifiable address so ambulances, utilities, and public services can reach people faster. It lowers delivery and transport costs for small businesses and online shops, helping them grow and create local jobs in field mapping, installation, and signage. With standard addresses, more people can open accounts, receive packages, and access credit, boosting financial inclusion. Government gains better data for planning and can fairly increase property rates and service collections, improving local services.

Target Audience

Citizens/households (receive services and deliveries reliably) • Local businesses & SMEs/e-commerce (lower delivery costs, more sales) • Logistics & courier companies (better routing, higher success rates) • Emergency services—ambulance, fire, police (faster response) • Utilities & service providers—water, power, telecom, waste (connections & maintenance) • Government & local authorities (planning, revenue collection, service delivery) • Banks/fintechs & insurers (KYC, address verification, credit access) • Health & education facilities (accurate records and outreach)
